Summary of Canada’s Immigration Level Plan
Each year, the federal Department of Immigration, Refugees, and Citizenship Canada (IRCC) publishes a new Immigration Standards Plan to guide its activities.
In 2022, IRCC will have hosted more than 437,000 immigrants in Canada. Canada’s new arrival target for 2023 is 465,000 new permanent residents (PRs).
In 2024, Canada plans to take in an additional 485,000 immigrants. Another 500,000 new permanent residents will be targeted by 2025. The table below summarizes Canada’s immigration goals for 2023-2025. By immigration class:

Why Canada Needs Immigrants
Canada welcomes high levels of immigration to maintain a strong economy.
Canada has the oldest population in the world and one of the lowest birth rates in the world. This creates economic and financial pressure. Canada has a low rate of natural population growth, resulting in a low rate of labor force and economic growth.
Low economic growth makes it difficult for Canada to raise the taxes needed to support social spending such as education, health care, and other critical sectors that ensure a high standard of living in the country.
As a result, Canada has been increasing immigration levels since the late 1980s in order to increase its population, labor force, and economic growth. Canada now depends on immigration for most of its population, labor force growth, and a large part of its economic growth.

Consider that by 2030, 9 million baby boomers in Canada will reach the retirement age of 65. This means Canada will have fewer workers while its social spending on health care increases. To mitigate this challenge, Canada has been proactive for more than 30 years by gradually increasing immigration targets.

Join TelegramAs shown in the chart below, Canada has regularly accepted more than 200,000 immigrants per year since 1988. In recent years, it has decided to increase its level to 400,000 per year. Canada’s immigration rate is currently around 1.2 percent. In other words, Canada welcomes three times as many immigrants per capita as the United States.
Based on demographic realities and immigration trends, Canada is likely to continue to experience a gradual increase in immigration levels for the foreseeable future. Immigration will be critical to maintaining a healthy economy and financial position in the country.
An overview of Canada’s immigration programs
Economic immigration, a key driver of Canada’s economic growth, accounts for more than half of the multi-year plan’s projected admissions.
About half of the expected economic landings will be federal Express Entry System programs:
- Federal Skilled Worker (FSW) Program
- Federal Training Class (FTC); and
- Canadian Experience Class (CEC)
Canadian Provincial Nominee Program (PNP) It also plays an important role in terms of economic immigration. This program allows participating Canadian provinces and territories to nominate immigrant candidates who meet local workforce requirements for permanent residency.
The following are the immigration programs included in Canada’s multi-year immigration plan:
Financial programs
- Federal Skilled Worker Program (FSW):
Administered by Express Entry, this program is designed for immigrants with the necessary education, work experience, English and/or French language skills, and other skills necessary to become economically established in Canada. - Federal Training Class (FSTC): The Express Entry-administered federal skills development class is for skilled workers from abroad.
- Canadian Experience Class (CEC): The Canadian Experience category is administered by the Express Entry system and welcomes the interest of foreign workers with Canadian work experience or recent graduates of Canadian educational institutions working in Canada.
- Atlantic Immigration Pilot Program (AIPP): The Atlantic Immigration Pilot allows designated Atlantic employers to recruit and hire skilled foreign workers or international graduates in the Atlantic Canada region (Newfoundland and Labrador, Prince Edward Island, Nova Scotia, and New Brunswick).
- Nurse Program:
Canada allows foreigners who care for children and people with significant medical needs to apply for permanent residence in Canada. - Federal business (hired under the start-up visa program): Federal business class programs allow foreign nationals who meet eligibility requirements to operate a new or existing business in Canada.
- Provincial Nominee Program (PNP): This program allows participating provinces and territories to offer permanent residence in Canada to qualified economic immigration applicants.
- Quebec Skilled Worker Program Quebec Business:
The province of Quebec has its own immigration system outside of the federal system. The Quebec government’s projected levels for 2019–2021 have not yet been determined.

- Program for parents and grandparents
Refugees and Protected Persons, humanitarians, etc.
- Dependents in Canada and Dependents Abroad
- Privately sponsored refugees
